INVITATION TO TENDER
The Niger Delta Power Holding Company Limited (NDPHC), a holding company for the National Integrated Power Project in compliance with the Public Procurement Act (PPA) 2007, hereby invites reputable and interested contractors with requisite expertise and experience to submit tenders for the under-listed projects:
I. Supply of Laboratory Equipment/Materials for Alaoji Power Plant (Lot 1)
II. Supply of IT Materials for the Corporate Headquarters (Lot 2)
III. Supply of critical spare parts for Olorunsogo Power Plant (Lot 3)
IV. Supply of Multi-Functional Printers (Lot 4)
I. Electrification of Ezeleke Community (Lot 5)
II. Testing and commissioning of Ipele 2x 7.5 MVA, 33/11kv injection substation in Lot D-EPC-BN 5/8 (Lot 6)
III. Electrification of Kumo Town, Akko Local Goverement Area (LGA), Gombe State (Lot 7)
IV. Furnishing of new residential chalets at Olorunsogo Generation Company (Lot 8)
I. Consultancy Services for the Environmental Audit of Four (4 Nos.) Power Plant and Associated Housing Estates (Lot 9)
II. Diesel supply services across the power plants (Lot 10)
III. Provision of catering/canteen services across the power plants (Lot 11)
IV. Provision of cleaning services across the power plants (Lot 12)
V. Provision of security services across the power plants (Lot 13)
VI. Firefighting equipment maintenance services across the power plants (Lot 14)
2.0 GENERAL REQUIREMENTS
Prospective bidders are required to submit the following documents:
I. Detailed Company Profile reflecting current office address, email, telephone numbers, competence, plant & equipment owned/leased or hired while also indicating professional and non-professional personnel (where applicable) to be deployed for the projects including copies of their professional qualifications
II. Certificate of Incorporation with Corporate Affairs Commission (CAC) attached with Certified True Copy (not photocopy) of Form CAC7 – Particulars of Directors
III. Evidence of company’s current Tax clearance certificate for the past three years
IV. Current audited financial account for the past three years duly stamped by a registered Auditor
V. Evidence of current Pension Clearance Certificate in compliance with amended PenCom Reform Act 2014 and section 16 (6) (d) of the Public Procurement Act 2007
VI. Evidence of current compliance with the Industrial Training Fund (ITF) Act 2011 in line with section 16 (6) (d) of the Public Procurement Act 2007
VII. Evidence of current compliance with Nigeria Social Insurance Trust Fund (NSITF)
VIII. COREN practising license (for engineering firms)
IX. Evidence of NEMSA certification (for electrical installation works)
X. Evidence of Registration on the National Database of Contractors, Consultants and Service Providers by inclusion of a valid Interim Registration Report (IRR) issued by the Bureau of Public Procurement (BPP)
XI. Evidence of Registration with the Federal Fire Service (for firefighting equipment maintenance)
XII. Weight and measure license (for diesel supply)
XIII. Evidence of Registration/License with the Department of Petroleum Resources (DPR) to sell products and tank storage – (for diesel supply)
XIV. DPR Fire Certificate License (for diesel supply)
XV. Evidence of Registration/License with the Nigeria Security and Civil Defence Corps (NSCDC) – (for security services)
XVI. Evidence as partners to the Original Equipment Manufacturer (OEM) representative (for Multi-functional Printer supply).
XVII. Evidence of experience and successful completion of similar projects executed in the last five years. Such evidence shall be in the form of valid and verifiable letters of award of contract, contract agreement and job completion certificates or interim payment certificates where such jobs are still in progress
XVIII. Current sworn affidavit disclosing:
a. That the company is not in receivership, insolvent or bankrupt;
b. That the company does not have any Director who has ever been convicted in any court in Nigeria or any other country for criminal offence in relation to fraud or financial impropriety;
c. Whether or not any officer of NDPHC is a former or present Director, Shareholder or has any pecuniary interest in the bidder;
d. That all documents submitted are true and correct in all particulars
XIX. The minimum turnover for works is N50,000,000.00
Failure to submit all documents stated above may lead to the disqualification of the Bid.
3.0 COLLECTION OF TENDER DOCUMENTS/SUBMISSION OF PROPOSALS
Interested and competent Bidders are requested to collect Bid Documents as from Monday 16th April, 2018 from the Procurement Department, 6th Floor, NDPHC Corporate Headquarters, Plot 1490 Samuel Ademulegun Street, Central Business District, Abuja upon presentation of evidence of payment of non-refundable tender fee of Ten Thousand Naira (N10,000.00) only per Lot. Payment shall be into NDPHC’s Treasury Single Account (TSA). Evidence of payment into the TSA shall be taken to the Finance & Accounts Department for confirmation and issuance of receipt for bid collection.
4.0 SUBMISSION OF TENDERS
- Submissions for Lots 1 to 8 shall be for combined technical and financial tenders. Prospective bidders shall enclose their Technical documents in a separate envelope (marked Technical) and Financial Bids in another envelope (marked Financial) and the two separate envelopes shall be enclosed in one sealed outer envelope clearly marked “INVITATION TO TENDER” stating the “Project Title” in three (3) sets.
- Submissions for Lots 9 to 14 shall be for Expression of Interest (EOI) with the “Project Title” and “Lot Number” boldly written on the envelope in three (3) sets. Only successful bidders from the EOI exercise shall be issued Request for Proposals (RFP) for the Projects.

The completed and sealed Bid document should be submitted in the Tender Box at the Procurement Department between the hours of 9am to 5pm Monday to Friday.
Bidders are advised to submit on or before the closing date of the Bid submissions of 23rd May, 2018. Late submission will not be accepted.
5.0 CLOSING DATE AND OPENING
Submission of bid documents closes on Monday 23rd May, 2018 by 11:00am. The submitted bids will be opened on the same day as stated below.
6.0 OPENING OF BIDS
Venue: NDPHC Auditorium on the 6th Floor
Date: Monday 23rd May, 2018
Bidders/Company’s representatives and interested members of the public including relevant professional bodies, Civil Society and Non-Governmental Organisations (NGOs) are hereby invited to witness the public opening of technical bids.
Opening of Financial bids of Bidders adjudged technically competent shall be done at a later date that would be communicated to successful (pre-qualified) firms.
I. No bidder should bid for more than two (2) Lots;
II. The documents should be arranged in the order listed at 2.0 above and clearly separated by dividers;
III. Certificates may be referred to the respective issuing authority for verification and authentication;
IV. Technical and Financial Bids enclosed in one and same single envelope that will expose both the Technical and Financial Bids at the same time during opening shall be disqualified;
V. Bid documents shall be submitted in person and not through post. Any bid submitted through post shall not be accepted;
VI. This advertisement should not be construed as a commitment or obligation on the part of NDPHC to award these contracts;
VII. NDPHC is not bound to consider any bid and reserves the right to reject all bids at any time prior to the Award of Contract or cancel the procurement proceeding in the public interest;
VIII. All submission must be made only in English Language;
